Caffans Head To The Polls To Cast Referendum Votes

CAFFA- The province of the New Sammichian Empire has commenced its illegal independence referendum this weekend, despite protests from the Imperial government and the arrest of Chancellor Leopardo Sciarra.
After Chancellor Sciarra refused to veto the referendum bill, which was unconstitutionally passed in Caffa's provincial chancellery, he was promptly taken into custody on the orders of the Emperor for treason. Following Sciarra's arrest, and with the approval of High Chancellor Ritz-Khalifa, Minister of State Dago Vueres elevated the situation to a 2nd Degree Crisis. A 2nd Degree Crisis level is reserved for anything from a threat of invasion to open rebellion, and warrants the Emperor to suspend the offending provincial chancellery and assume direct control. This is exactly what the Emperor did Friday night, vetoing the referendum bill himself; however, polling centers continue to be propped up across the region, and the veto has gone ignored by Caffan secessionists. However, the NSE has made it abundantly clear that it will not recognize any result of the illegal referendum that is contrary to Caffa's current status as an Imperial province.
Polling centers were shut down by police for much of early Saturday, yet by midday, the Emperor had chosen a more proactive route by ordering the closure of all public facilities and buildings, where most polling places are located. This, combined with the suspension of Caffa's legislature, amounts to what is essentially a regional government shutdown.
The suspected ringleaders of the independence movement have been identified as local legislators Quarto Ventimiglia, Amos Ragonese, Eliano Tufano, Savina Magnotti, and Vincenzo Monterosso. With the exception of Mr. Tufano, all of these supposed conspirators are members of the local Caffan Independence Party. They are credited with having introduced and lobbied the referendum bill, as well as potentially bribing and blackmailing other legislators into supporting the bill. Chancer Lucio Zaccaria in the NSE's Imperial Chancellery is also being investigated under suspicions of having helped draft the original bill.
Amidst the chaos that has been this past Saturday in Caffa, there was also a bomb threat against Castello Barsi, the Emperor's residence in the city, prompting an evacuation of the building. Emperor Sammich refused to vacate the castle. There were also many instances of conflict and violence in the streets of the port city as a result of the heightened tension. An officer was forced to fire three rounds into the air around 11:30 AM after angry crowds descended upon police dismantling the polling center outside of the Caffan Port Authority building. Five Caffans were also seriously injured following a brawl outside of the Basilica of Saint Ferdinand.
The Emperor plans on making a public appearance Sunday, speaking to crowds in an attempt to quell the unrest within the city.
