BREAKING: NSE To Begin Talks To Grant Caffan Autonomy

FULFWOTZ- In a televised press conference this morning, High Chancellor Ritz-Khalifa announced her willingness to begin a discussion and negotiations for the autonomy of Caffa.

"The Caffan people have made clear the direction they wish to take their proud city in, and as fellow citizens of the New Sammichian Empire, we must respect that. While there is not a doubt in any of our minds that the referendum bill was highly illegal, and that the perpetrators still must be put on trial, Caffa has shown us here in Capitolae that the time for change is now. It will always remain an integral part of the Empire, yet my office and the Ministry of State would be honored to begin talks for the future of Caffa, with the very real possibility of autonomy."

Minister of State Dago Vueres echoed Madam Ritz-Khalifa's claims, stating that discussion would be possible after the emergency elections in Caffa next week. Already the High Chancellor's term has made history, signaling an end to tension between the Imperial government and Caffan people. She is being hailed as the woman who brought peace to Caffa.

Although Caffa may finally get its autonomy, the government still seeks the arrest of the five members of the Caffan Independence Party, accused of introducing and lobbying the illegal and unconstitutional bill. Suspected of fleeing to the no-extradition nation of Laurelian, Emperor Sammich met with presiding members of the Kiinthira in order to negotiate the release of the five accused; however, talks broke down after the Emperor was refused an audience with the Mathaana Semmelani and the Kiinthira remained unyieldingly neutral. His three-day visit had been ultimately fruitless, and he had planned to stay a fourth day, yet he left the city in a rush this morning after Madam Ritz-Khalifa's press conference, bound for Fulfwotz.

The Republiek of Paars and Dam has also withdrawn its occupying forces from Imperial territories after an admonition from the Empire. The Prime Minister has expressed his pleasure at the peaceful resolution to the crisis.

What Does Autonomy For Caffa Mean? Analysis by SGN's Kalique Kapoor

The willingness of the Empire to negotiate the autonomy of a territory is groundbreaking. Never before in the NSE's history has it ever yielded to a mutinous subject; the absolute -- and sometimes pigheaded -- refusal of the NSE to negotiate with seemingly anyone for any reason does not breed much expectation in one for concession and compromise.

So there has never been an autonomous territory in the Empire before. What can we expect to see?

Luckily, the Ministry of State had already made provisions for provincial autonomy way back in 1943 following the first secession of Caffa and many other holdings, a time when the New Sammichian Empire danced dangerously close to collapse. The administration of High Chancellor Marianus Thatcher was fully prepared to dish out autonomy in order to salvage the fraying fabric of the NSE. Fortunately, Defense Minister Hal Jordan instead chose to bust down the doors of the offending provinces and force them back into line. Regardless, subsequent administrations have kept the framework of the autonomy provisions, in case of days like this.

The truth is, an autonomous region of the Empire is still closely bound to the Empire. It will still have a provincial chancellery, and it will still have representation within the Imperial Chancellery. It will continue to be taxed, and the NSE will get its say in all future deals and agreements with other nations. In short, the autonomy of a region means the lifting of Imperial Standard Law. Imperial Standard Law, or ISL, is the common set of laws and codes which binds each Imperial province to one another. It determines everything from education curriculums to the operation of local courtrooms. It also strongly influences the social agendas of Imperial holdings; same-sex marriage, abortion, and gun control (or lack thereof) are all social staples of ISL. With ISL lifted, all of these laws remain in place, but are now subject to change at the discretion of the autonomous territory. The only thing that still applies to the autonomous region are the terms of the Imperial Constitution, meaning the structure of the government itself cannot be altered.

With ISL lifted, Caffa may paradoxically be distancing itself from the Empire --while only growing closer to a friendly administration.
