Was never intended to be available to non-staff, but we've only recently been able to control it. Too many people abused it to teleport to players that didn't want to be bothered

greeting should work on your own regions - are you trying to edit a region that is not yours? Anybody Tyrule and above is able to configure greeting and farewell flags on areas that they've been allocated, although it's only useful from Yeoman+ in the main world The //replace (pro-tip: use //re) issue should now be resolved
