this is the build i would like to construct 

i have been a fan of this for a long time and rewatch this anime constantly i feel that if i am allowed to construct this it will make a amazing new addition to the servers builds  i would like to construct above the ocean within estimated 200-200 block area  

preferably at   x 7600 z 3800

i do hope that you allow me to build this

It looks like you should be good to go with this build. We'll double check the location to make sure there aren't any other builds around, but other than that, it you should be fine.
I remember you mentioning that this will require WE, but from the looks of the build in the pictures, it looks like the detail work is such that it will be better done by hand - so that's also a plus for you. You'll get to show off those build team skills you've been telling us all about! =D
