Random double smooth slabs?

So after doing some terraforming to Ivory City, I've found a lot of double smooth slabs, (The ones only obtainable with VS lor WE) underground, in large quantities, at first I thought it was a build but further inspection proved it to be server generated or something?

Most likely not generated, would assume there was a building in the location you were in and the block might have grown due to use of voxel sniper to fix the terrain. Or, someone came through, selected too large of a selection, and had a block be replaced by 34:8.3
