New rule for everyone with WE and VS

We've had a LOT of server crashes over the past few months. And it's not just one person's fault, so don't start pointing fingers; however, something must be done. So...
From this point on, anyone who crashes the server more than twice in a month will be demoted to Archduke for a week - staff or otherwise.
